HEALTH AND EMERGENCY SERVICES COMMITTEE

Mandate:

All matters related to County health services including in particular county health facilities and pharmacies, ambulance services, promotion of primary health care, licensing and control of undertakings that sell food to the public, cemeteries, funeral parlors and crematoria and refuse removal, refuse dumps and solid waste

Membership:

  • The Committee tabled the Machakos County HIV/AIDS Management bill which was enacted by the County Assembly.
  • Visited Kangundo Level 4 Hospital and tabled a report in the house for adoption.

AGRICULTURE AND COOPERATIVE DEVELOPMENT

Mandate:

Second Schedule of Standing Orders N. 190:  All matters related to agriculture, including crop and animal husbandry, livestock sale yards, county abattoirs, plant and animal disease control, irrigation, fisheries, cooperative societies  and veterinary services (excluding regulation of  the profession).

Achievements:

  • The Committee discussed a petition by poultry farmers and a report was tabled and adopted by the house.
  • A report on establishment of pasteurizer machine and milk chillers in FY 2017/2018 to benefit the dairy farmers in the County.
  • The Committee also discussed and presented the Machakos County Cooperative Societies bill, 2015 which was enacted by the Assembly.

Introduction

County Assemblies are established under the Constitution of Kenya Article 176.” There shall be a County Government for each County, Consisting of a County assembly and County Executive.

The roles of a County Assembly are majorly: Legislation, representation and Oversight pursuant to the Constitution of Kenya Article 185 and the County Government Act.

A large part of the work of the Assembly takes place in committees, made up of MCAs. These committees consider policy issues, scrutinize the work and expenditure of the government, and examine proposals for legislation

The County Assembly of Machakos has 24 Committees established by the Machakos County Assembly Standing Orders. The Committees are categorized as Select and Sectoral Committees.

The Sectoral Committees perform most of the oversight duties and have so far been engaged in fact finding missions on the projects implemented by the County executive. The Sectoral Committees over sees the Departments in the County Executive.

The Committees have presented reports with recommendations on the different projects to the House for adoption.
